I emerged kdebase-startkde a few days ago and then unmerged it to emerge
kde-meta. Maybe that is the case, but I don't know how to fix it

You didn't need to unmerge it startkde, but that shouldn't cause this issue. 
May be try resyncing now as I was marking KDE 3.4.3 stable and it is possible 
there was a temporary conflict. Also does an emerge -av kde-meta work as 
expected?

emerge -av kde-meta worked and rsyncing fixed the problem. 
Thanks for the advice. How silly of me!!!
