The use of LINGUAS in /etc/make.conf is not covered in any man pages. man 5
make.conf, man portage, and man emerge all fail to even mention this variable,
much less instruct users as to what it might be useful for.

It should be added to the existing make.conf man page.

There might be other make.conf options that haven't been covered in the man
pages either, but those need separate bugs. :)
