Bug 112947 – libconf -0.42.00 needs an inherit wxwidgets

libconf tries to use 'need-wxwidgets' without inheriting the wxwidets eclass, so
the ebuild fails.

Reproducible: Always
Steps to Reproduce:
1. emerge =dev-util/libconf-0.42.00

Actual Results:  
Emerge fails with:
