attempt to create an ebuild for the arabica xml toolkit.

it probably still needs a few changes to be useful. the lib comes with a very
crude build system. please try and give comments.

dev-libs/arabica-2012.11.ebuild

This ebuild is for the version of Arabica released just last month. Everything seems to work okay except a compile failure if the examples USE flag is enabled. Also, I was unable to test compilation with xml or xerces USE flags because the configure script fails with those libraries due to bug 439892. expat works fine.
