Bug 112612 – should ensure correct premission on distfiles

When merging packages with (fetch restriction and?) userpriv

It does not ensure the distfiles are readable by the portage user
which results in many ebuilds having checks for it in src_unpack

Would be better if portage handled it correctly

We rewrote the distdir permissions checking, can you reproduce this problem with latest 2.1?

I looks like it's still an issue.  I'll make a patch to adjust the permissions inside portage.fetch().
