emerging any of the kde split ebuilds ie artwork, games, network, admin ect
results in a blocked message

Reproducible: Always
Steps to Reproduce:
1.emerge kdebase-startkde
2.emerge misc apps, like gimp, openoffice, xmms, firefox ect
3.emerge --pretend kdeadmin (for example)

Actual Results:

As you can see, basic apps like kicker and kdm are blocking the ebuild.

Expected Results:  
I expected it to install the kdeadmin ebuild

entire world is up to date, running on a AthlonXP 2800+, kernel is
gentoo-sources 2.6.13-r5

You're mixing monolithic (kdeadmin) and split ebuilds (kdebase-startkde). 
 
If you want to merge kdeadmin's applications after merging kdebase-startkde, 
use kdeadmin-meta package. Similarly for the rest of them.
