doxygen when makes russian documantation think that encoding of files is KOI8-R. 
As result - russian text is unreadable.

Patch for ebuild

Fixes problem with charset on unicode boxes which use russian files.
May be need use iconv for some change most of texts but I use only patch.

All versions patched in portage.
