ePSXe lacks a .desktop file and, as such, lacks a menu item in many (probably
all) desktop environments. I have attached one which I created. As far as I can
tell, it complies with the newest version (0.9.4) of the standard.

Steps to Reproduce:

Actual Results:  
No entry appears in the menus after emerging.

Expected Results:  
An entry should appear.

It also lacks an icon, but I haven't had time to create a suggested design.

We add desktop support via the make_desktop_entry using upstream-provided icons.
 We'll add as we go so please don't carpet bomb bugzilla with stuff like this.

Ok. Although it would have been nice if that was mentioned when bug 111948 was
closed rather than just implying that I should do this.
