1 I set up gentoo 2005.1
2 I export LANG=ru_RU.KOI8-R (this is common used method for localisation)
3 #locale return error. I used strace to trace the error. It is in files /usr/
lib/locale/ru_RU.koi8r
4 SOLVE: TAKE DIR /usr/lib/locale/ru_RU.koi8r FROM 'GENTOO-2005.0'!

2developers: what has happened to these files?
BTW: localisation ru_RU (not ru_RU.KOI8-R) works good, but NONE of supplied 
cyrillic fonts shows correct text

Steps to Reproduce:
1. Set up gentoo-2005.1
2. #export LANG=ru_RU.KOI8-R
3. #locale (returns some error strings, and correct strings. BUT! see p.4)
4. #date (returns date in english. All applications are still in english)

Actual Results:  
Locale failed to change from english to russian (problem is in files /usr/lib/
locale/ru_RU.koi8r/*. Same files taken from gentoo-2005.0 work correctly)

Expected Results:  
It should show text in russian localisation.

i dont really follow your steps

when do you export LANG and run locale ?  after you chroot into the stage dir ?
 what stage did you use ?  what commands did you run before testing `locale` ?
