Without this program being installed, keys cannot be generated as the build-*
scripts are merely thin wrappers around pkitool.  The problem seems to be that
the ebuild installs all files that match *-* and then some exceptions (the
readme, vars, and openssl.cnf).  pkitool should be one of those exceptions

Reproducible: Always
Steps to Reproduce:
1. Install OpvnVPN
2. Try generating keys (build-ca is one example)

Actual Results:  
The key generation script fails saying that it can't find pkitool.

Expected Results:  
pkitool would be launched, user would get an interactive command application for
creating the keys

Fixed in openvpn-2.0.5 and openvpn-2.0.5-r2
