Bug 110965 – Coul'd not unmount network filesystems, network is not available

When is shutdown process initiated, the "Unmounting network filesystem" follow 
after eth0 bringing down, also network needed to unmount filesystems is not 
available.

the stuff we've fixed in 1.12.x to resolve this is not suitable for
backporting to 1.11.x
