Trying to emerge system and receive a masked package error

Reproducible: Always
Steps to Reproduce:
1. emerge -v sys-libs/glibc
2. emerge system
3.

Actual Results:  
etc # emerge -v sys-libs/glibc

Not a bug, sys-libs/glibc-2.3.5-r3 is ~arch, as well as sys-libs/timezone-data.
