Rebuilding PHP after recent MySQL upgrade. Rebuild fails with configure error:

checking for fopencookie... yes
configure: error: can not run test program while cross compiling

Steps to Reproduce:
1. emerge -uDtav world

Actual Results:  
PHP emerge failed during configure stage.

I *did* search using keywords from the error message. Even the generic sounding "PHP configure" did 
not give me any hits.
