No, it has nothing to do with bug #109974, which is just about dependancies. Yours is a problem with gtkdoc. A quick and dirty fix would be to 'USE="-doc" emerge -av cairo' while this issue with gtkdoc isn't solved. Have you tried to upgrade to dev-libs/libxslt-1.1.15?
