You just attached an ebuild identical to the one for 3.0.8. Please don't do 
that, it's just a waste of resources!

My first ebuild. Is there a policy document or rules of what to submit somewhere?

No problem, there's general information in the documentation 
(http://www.gentoo.org/doc/en/?catid=gentoodev), but in this case just saying 
"the ebuild for 3.0.8 works fine" is enough. 
 
krename-3.0.9 is in portage now.
