When trying to upgrade to phpmyadmin-2.6.4_p2 the following error occurs:

Reproducible: Always
Steps to Reproduce:
1. Tried to re-emerge webapp-config
2. Deleted phpmyadmin-files of this version from /usr/portage/distfiles


Actual Results:  
Error keeps showing.

Expected Results:  
It should have been installed :-)

As the error message describes, this is a problem with your configuration file.
Take a look in /etc/vhosts/webapp-config, around lines 237 and 261, and make
sure all quotes are closed.
