Bug 109575 – Add 'emerge --metadata' command to networkless installation instructions

During a networkless install and after the portage snapshot is installed, there
is not a portage cache in /var/cache/edb in the chroot environment.  This causes
portage to run significantly slower when running the emerge command to install
packages.  For the networkless installation instructions, I would recommend that
the command 'emerge --metadata' be added to the instructions in the same logical
place that a user is told to run the command 'emerge --sync' with a networked
installation.  Running the 'emerge --metadata' command will create the portage
cache and significantly speedup all of the following emerge commands.

emerge commands ran extremely slow during the determining dependencies phase.
