Mandrake-artwork fails to configure/compile without having arts installed before
hand without having arts already installed and nbot having the arts use flag set.

Reproducible: Always
Steps to Reproduce:
1.  emerge -C arts
2.  euse -D arts
3.  emerge mandrake-artwork

Actual Results:  
fails to compile, complains about missing mcopidl

Expected Results:  
compile and install without having arts

Note:  I went ahead and added the arts flag into my use flag and installed arts;
to fix this missing dependency.

Solution:  add arts to the dependency list, and remove the arts use flag on this
package.

oh ya; sorry about that; just noticed I forgot to include the version; the
version  that I installed after I installed arts is 1.02; the stable one right
now on portage.

was just going over bug 43682; it is looking like it is the same problem.
