1. I'm emerge nvu 1.0 ok.
2. Run nvu and go "Tools/Preferences/ New Page Settings", hit "Choose a charset" - list 
"Character sets:" is empty.
3. Then i download http://nvu.mozilla.ru/files/release/1.0/nvu-1.0-ruRU-pc-linux2.6.10-gnu.tar.
bz2 and untar it to /usr/local.
5. mkdir /usr/lib/nvu/components/new.
6. cp /usr/local/nvu-1.0/components/libappcomps.so /usr/lib/nvu/components/new/
libappcomps.so.
7. Repeat step 2 - list "Character sets:" is full.

upstream is aware of problem and working to correct in next release. If patch
becomes avaliable sooner then that will add it then.
