in order to be fonctional, the subversion plugin either needs the
"kde-base/kdesdk-kioslaves" package to be installed or the previous
"kde-base/kdesdk" one.
If it's not installed, trying to use subversion will raise an error about
"svn+http" protocol not being supported (don't know the exact error since I am
using the french version of kdevelop).

Steps to Reproduce:
install dev-util/kdevelop without installing kde-base/kdesdk-kioslaves or
kde-base/kdesdk
Actual Results:  
an error about "svn+http" protocol not being supported is raised

Expected Results:  
use subversion
