RFE: build the releases with ipv6 support.

It is hard to install from the current stages on a ipv6-only machine, where one
needs a ipv6-enabled python to do "emerge --sync" against an ipv6 host. Why not
build the stages with ipv6 support?

We do.

We build both the stages and the kernel with ipv6 support, and I've built
machines on ipv6-only networks.
