/usr/lib/libfaxserver.so and /usr/lib/libfaxutil.so can't be prelinked. 

Reproducible: Always
Steps to Reproduce:
1.# prelink -amR 
2.  
3. 
 
Actual Results:  
Error messages like: 
 
prelink: /usr/sbin/tsitest: Cannot prelink against non-PIC shared 
library /usr/lib/libfaxserver.so 
prelink: /usr/bin/faxmail: Cannot prelink against non-PIC shared 
library /usr/lib/libfaxutil.so 
... 
etc.
