This is really more of a kludge, but I think it's gets across the idea I'm
thinking here.  Someone who understands the internals of genkernel can likely
use this to engineer a much better (And more thorough) patch.

Patch/Kludge to allow static kernel building

Allows one to create a define in ${ARCH}/config.sh to enable/disable module
builds. This only covers module-init-tools.  I didn't modify gen_compile.sh to
cover modutils.

Marking as a dupe, as after thought, decided to move this patch over to the mips
patch list in Bug #106338.  We're probably the only ones who'll ever use it anyways.
