While compiling binutils one day I noticed several spewed warnings about using 
mktemp instead of mkstemp.  That said, I went in and produced a patch 
(attaching after this) to revert all the mktemp's to mkstemp's (in bucomm.c, 
the only file that seems to have the issue).  Interestingly enough the 
configure does check for mkstemp_s_.

the fix isnt that simple

mktemp and mkstemp dont behave the same ... one returns a filename, the other
returns an open file descriptor
