Could you add it? Portage trying to install xorg-x11 all the time is kind of
annoying...
Even if virtual/x11 will be split or go into a meta ebuild at some point in the
future, right now it would be useful. Thanks!

Modular will never provide the x11 virtual since that would disallow its modular nature.

Take a look at bug #115071 for a solution (comment 0 - just the initial report).
