There is no keyboard entry at Controlcenter->Peripherals. Screen, mouse and
joystick entries are available. I don't have a joystick connected to the
computer. I do have a plain USB-keyboard and I'm using the split stable ebuilds.
I'm not using one of the KDE meta ebuilds.

Probably you have to install kde-base/kxkb.
