Yeah I hope the patch makes it into portage soon, until then to apply the 
patch, do the following (as root): 
 
cd /usr/local/portage/app-i18n/scim-tables 
cp /usr/portage/app-i18n/scim-tables/scim-tables-0.5.3.ebuild . 
patch < /path/to/patch/scim-tables-0.5.3.patch.diff 
ebuild scim-tables-0.5.3.ebuild digest 
 
add PORTDIR_OVERLAY="/usr/local/portage" to your make.conf 
 
And you're all set.
