when you try to perform emerge --emtytree system after bootstarap portage reports
that files described into Mainfest packages for app-arch/bzip2 and
sys-app/debianutils are missing

Reproducible: Always
Steps to Reproduce:
1.try to execute emerge -f --emptytree system

Actual Results:  
the acction could not be completed
