The 'userlocales' USE flag applies to glibc, but is not described.  There are
references to it elsewhere (Google turns up lots).

The flag is locale to glibc; the page you refer to only describes the global
ones (i.e. those in use.desc, not use.local.desc).

We can't fix that; it's just a script that parses use.desc.
