The Tor developers have officially stopped supporting the 0.0.9.x tree.
An ebuild of Tor 0.1.0.x is needed, current stable version is 0.1.0.13:
http://tor.eff.org/dist/tor-0.1.0.13.tar.gz
The required libevent ebuild already exists.
