Are you doing this inside a chroot? If so, please see if its similar to bug #97652

Yes it is the same have you build it out of the chroot enviroment?

It builds fine outside of a chroot. I haven't had a chance to track down why it
won't build in the chroot. Something dealing with the /dev filesystem not being
in the chroot is one guess.

Yes it works outside of a chrooted enviroment
