Subject: dev-libs/apr-1.7.2 fails to link to libatomic on 32 bit architecture

On 32 bit architecture the atomic library is not automatically linked with
recent versions of GCC. This patch instructs the configure script to
explicitely include atomic "as-needed" when linking.
