Problem: There is a suitable lack of support for various media-tv and webcamera applications.

Solution: Aquisition of video hardware for documentation and application support.  Alternatives would be having a user or another developer write the documentation.

Justification: The card I wish to purchase contains a number of inputs to sufficiently cover various video input devices.  The web camera would help in documenting webcam setup and survelence application.  Currently with the exception of Cardoe and Flameeyes, there has been no real activity in the media-tv area, if developer involvement was present, this would not be the case.  Users writing documentation would be nice, but without the developer ability to coincide with the portage side of things, it would be somewhat problematic.  Finally, the foundation would be the legal owner of the hardware.  This would ensure that if at any time I was unable to contine development work on the hardware, another developer would be able to have access to the hardware.
