Subject: [PATCH 1/2] toolchain.eclass: move root dependencies to BDEPEND

This allows cross-compiling comilers with a much smaller dependency
set.  There are other dependencies required for GCJ that could also
be moved to BDEPEND, however that feature is not supported by any
GCC versions using EAPI 7, so those are unmodified.
