Usually this is done for the code, but of course everything needs a license and some themes do not have code, they are just files and configurations. I just noticed that the Thematic application doesn't save a License tag for the theme, which it should. I will file a bug against it. Consider Neos, Sleek and other theme material (wallpapers, etc) mentioned on http://gap.nongnu.org/themes/index.html as licensed under GPL v2+, it is all original work by me. I will add explicit statements on the webpage. This also reminds me that an explicit release of Sleek is needed (as well as an update for Neos...) I hope this is clear enough.
