[patch] Enable configure to support --with-ruby

When : when you want to use --with-ruby with ./configure
Why : It is required if you want to disable ruby support despite ruby is installed
Upstream : https://www.prelude-siem.org/issues/806 It should be added in the next version of Prelude.
