I recently switched to a Dvorak keyboard and my problem is that the Dvorak 
layouts on Gentoo do not have deadkeys like one can find on the Qwerty. I think 
this is not a bug particular to Gentoo bu to other packages, so, feel free to 
forword this bug to who can take care of it. 
On the console you have the "us" charmap which is Qwerty and then you have the 
"us_acentos" which is Qwerty plus deadkeys, theres no "dvorak_acentos". 
On X you have "us_intl" for Qwerty plus deadkeys, there's no "dvorak_intl".

The console isn't related to X, so unfortunately that qualifies as a second
issue. Please file a new bug for it and specifically note that you're talking
about the console so it doesn't get assigned to us.
