According to https://github.com/ROCm/hipBLASLt it does support gfx110* cards, however this is currently not reflected in the latest ebuild:

sci-libs/hipBLASLt-6.1.1-r1  USE="-test" AMDGPU_TARGETS="-gfx90a -gfx940 -gfx941 -gfx942" LLVM_SLOT="18"
