From all I can tell, executable stack is currently only needed because the compile tries to be more intelligent than it can be... See here: http://mplayerhq.hu/pipermail/mplayer-dev-eng/2005-May/034796.html for a patch that fixes that.
Update: I applied that patch some time ago, so future MPlayer versions should not need executable stack.
waiting until reference policy is ready, at a minimum
