Problem seems to be caused by sys-apps/texinfo-7.0, switching back to -6.8 makes installation work.

I have sys-apps/texinfo-7.0.1 installed, and emerging app-text/a2ps-4.14-r8:0/0::gentoo still gives the same error:

Fixed w/ 4.15.
