OK to stable? Know it's a bit early.

Alternative is to backport the distutils-r1 fixes in this version to older ebuilds.

Sorry, the issue was & is that distutils-r1 became stricter about things like python_foreach_impl being called unexpectedly outside of stuff like python_install if the eclass is being used.
