There seems to be a systemd service in the package, but there is no OpenRC init script.
I have done a basic end to end test using the following init script on OpenRC:

//git.alpinelinux.org/aports/tree/community/targetcli/targetcli.initd

It seems to work just fine.

Filed this bug at the suggestion of sam_ on IRC.
