I was attempting to install miopen, which requires this old boost. It doesn't build however:

 * Applying boost-1.71.0-disable_icu_rpath.patch ...

Looking at the ebuild, it seems to require multiple 1.71 patches, none of which were added in this commit: https://github.com/gentoo/sci/commit/039ea03a7621f7dfc1f3160d5632f47441d38692
