Fix up virtual/lapack{,e} and virtual/{,c}blas

basic idea
 - make eselect-ld-so enabled by default, remove the USE flag
 - remove reference packages from separate to single
 - fix MKL packages (also touches ::science)
 - packages which provide dropin replacements for blas/lapack should be checked and added to virtuals

and quite a few more that will be found, I am sure.
