well, the summary says it all. when emerging spamassassin, it would be useful to
have a /etc/init.d/spamd script

Mail-SpamAssassin already has an /etc/init.d/spamd script.

Yes, it has such a script - from the script: # NB: Config is in /etc/conf.d/spamd.conf), 
but the default config file is named /etc/conf.d/spamd. (v.2.44 ebuild)
