I've got missing uuid sumbols and type errors when building fontconfig 2.13.1-r2. Previous version media-libs/fontconfig-2.13.0-r4 works fine.

I have the same issue.
Switched to media-libs/fontconfig-2.13.0-r4 as a workaround.

In the initial report, it was building the tests, seemingly unconditionally. Actually running them probably would have been a non-starter.

As least as 2.14.2 with its transition to Meson, the tests are no longer build unconditionally, and the rest builds just fine for me.

I had to fudge the dependencies because we sadly don't have Windows profiles any more, so it tried to install util-linux, which obviously won't work. I didn't have to install any special uuid library either. libuuid.a is part of mingw64-runtime.

Admittedly I used x86_64-w64-mingw32 rather than i686-w64-mingw32, but I doubt it would make any difference here.
