There is no license included in the package's tarball, neither in file headers, nor in README. The homepage at http://info2html.sourceforge.net/ doesn't specify any license either. The ebuild should be updated to LICENSE="all-rights-reserved", along with mirror and bindist restrictions.
Also, modification isn't allowed, so there shouldn't be any patches applied.
While there is no license listed in the package, there's one on the sourceforge page, which says GPL 2: https://sourceforge.net/projects/info2html/ It looks like the sourceforge page was created by the person creating that code. IANAL but that looks good enough to me to consider it being GPL-2. If people feel uneasy about this we can also try to contact the author to clarify.
(In reply to Hanno Böck from comment #2) The Sourceforge page says "Brought to you by: jonhowell, luis_pedro, torgox", which doesn't include the original author Karl Guggisberg (according to info2html's file header). Also, the last commit in the CVS repository on Sourceforge is from 2003-05-24, and the info2html file in the repo says "LICENSE GPL", which was added on 2003-05-07. Whereas the last HISTORY entry in info2html-2.0.tar is from 2006-08-16. So the 2.0 tarball does not correspond to the latest commit in the repository. Most notably, in the info2html file in the 2.0 tarball, the above-mentioned "LICENSE GPL" tag is no longer present. Therefore I won't trust that GPL-2 label on Sourceforge.
