As of kernel 4.15 the crda package is no longer required as per https://git.kernel.org/pub/scm/linux/kernel/git/mcgrof/crda.git/tree/README

Could the dependency be updated to only be picked up if running under an old kernel and a kernel check be added to make sure 
CONFIG_CFG80211_CRDA_SUPPORT is set and net-wireless/wireless-regdb is emerged

Probably a dupe of bug 462032.
