Added -DACCEPT_USE_OF_DEPRECATED_PROJ_API_H on prepare

If dev-db/spatialite-4.3.0a is being built against >=sci-libs/proj-6.0, then it is necessary to add "-DACCEPT_USE_OF_DEPRECATED_PROJ_API_H" to its CFLAGS.

Attached is the ebuild that I modified to solve the problem.

This is needed because I'm refreshing sci-geosciences/qgis-9999, which in turn won't work with the sci-libs/proj-4.x currently in the portage tree; I chose to use >=sci-libs/proj-6.0 because proj upstream says versions 4 and older are deprecated; please see https://github.com/OSGeo/PROJ/issues/836 .
