Maybe this is the way it should be... If this is to be the case, post install display may inform about it.
In the first place, I didn't understand pgadmin4 is working as a server. (at least here, with default configuration). So maybe a desktop file isn't that relevant... Still it would be comfy avoiding to open a terminal to launch the server on request, e.g. when not session launched.
